What is the usual ratio of managers to employee in the companies or business institutes?

if I have a project that must be operated by 560 employee , how many of them would be adminstrative people . is there standard ratio for such calculation. does it vary according to the nature of business . may I have some books or articles that talk about this subject .thank you so much.
