Does the phrase 'Love the sinner, hate the sin' have any actual theological relevance?

Does Yahweh distinguish between sin and sinner on Judgment Day? Does Yahweh punish the sin with perfect justice, while being perfectly merciful to the sinner? Or is it all the same to him/her/it?
