Is there anyway that we can issue a restraining order on the drug dealer that sold my sibling drugs?

Can we file a restraining order or some type of harassment or order of protection against the drug dealer that has been harassing my family concerning my sister's drug debt? I don't know if this is something that we can do or not without being subjected to some sort of illegal issues.
